I don't know if I'd like to delete this or not. It is definitely documentation IMO but should it go with the changelog or something similar? Or, should it be standalone? Users can't move uploaded files

I noticed that I have a Move button when I look at an ordinary article on this wiki. But i do not have a "Move" button when I am looking at an uploaded file.

I cannot move or rename uploaded files, and I bet User:Dzonny cannot do it, either.
