SMF allows access to the Moderation center by the permission system so anyone can be allowed to view the Moderation center depending on what the admin would like.

For moderate groups requests tool be enabled, the member must be a group moderator. Group moderators can be set through (Admin > [[Membergroups]] > Edit membergroup).
