Forum policies, rules, agreements, etc. can all be communicated through SMF by editing agreement.txt (if the registration agreement is enabled), posting stickies, and by putting links to topics in the "News" section.
Moderators have the ability to communicate forum policy in a number of ways.
 
One way is posting topics. Posting these rules in the boards as stickys means they will always be on top of that board, thus always viewable for members when first entering the board.
 
Other ways are editing the news and the registration agreement. Administrators may disable some of these features.
 
These steps can only be done for global moderators. For local moderators another membergroup must be made so these permissions can be checked.
 
For the ability to edit the news the edit news permissions needs to be checked. For the registration agreement the moderate forum members permission must be checked
